      I am so out of practice, I haven't done anything like this in like 2 years, and my engineer (make that EX engineer) left me in the lurch this week.
      Have a client on Office365 who has one year retention policy before things move to archiving. When the policy is applied shouldn’t the local PST purge older emails. There is one mailbox where is local OST is 50GB but his cloud email size is 3GB. Is it still retaining old messages prior to the migration?

        PSTs should not be part of the archive retention. Exchange does not control PSTs. PSTs are outside of Exchange central management - one of the many reasons that they are often recommended against.

          So maybe I am asking it wrong. How exactly do the emails move to archiving and out of the main mailbox?

                  When I moved to Exchange Online, I copied many years of messages from my IMAP server to Exchange. Suddenly they were gone! Here it archived everything 2 years or older to the In-Place archive.

                          So you mention an OST file as well - does this user have a 50 GB OST locally also? DAMN!

                                But and OST?

                                I guess they don't corrupt as badly as they used to with PSTs. but still going fully online with OWA would be seemingly desirable. but what do I know 😉

                                        OWA is a universally working platform, but the interface feels foreign to me.

                                        I only use it if I must, which isn't often.
