Making Database Driven Applications for Non-Programmers

I have never tried to use an application that generates an application to talk to a database. I am sure that these exist and would be very useful but I am not familiar. Does anyone have any suggestions or experience with this kind of thing? Ideally something that produces PHP, Ruby or Python output that can be run on anything and can connect to at least MariaDB or PostgreSQL. Doesn't have to do anything complex, just a basic web app with database backing, enough for companies to get started on this stuff.
