Hacking attempt

We don't usually post about hacking attempts (we get them a lot anyway) this one was bigger than the tiny ones though. We've traced it back to ICI http://www.ici.ro/ are they a bad Romanian government org that is known for hacking people? we've never heard of them.

AlienVault OTX is a good resource for researching possibly bad IP addresses. Users anonymously submit data about attackers. There isn't much on the site you gave, but I have found OTX useful for tracking other known hackers.

I think that it is safe to assume that the EU government is not hacking you directly. Maybe they were hacked and an attack is coming through them, but Romania is EU, so that would be very unlikely to be them themselves.

What kind of info do you have on the attack? Or do you just know that you were being attacked?
