Yeah, this is corruption at work. In any normal field, this would be an employment crime. A court would call this "bad faith".

US Courts Strike Down Obama Era Anti-Robocall Rule, but this might be a good one as smart phones were considered robodialers under all conditions, which is pretty silly.
