That's really dense.
My first impression is, wow filler resume, bin it.

Would it be best to lose the IT Certification section and make a note that the Certification IDs can be provided if requested? (Or better yet, bring them with you to the interview?)
I'd lose Best Buy & Technical training (the last two jobs). I prefer to keep the last three jobs or last 10 years worth on my resume. I'd also remove the Defense Job if I were being picky about it, but that one may be a good one to keep.

Maybe, but I've actually had better luck since my resume has been like this. Maybe I do get the bin from some filters but I seem to get alot more interests from employers overall.

What if you get rid of the "Skills used" section for each job and left it as the bullet points?
Edit: Maybe not... at first glance this seems like a potentially good idea to me.

I like it. If you were applying for a sales job it would be terrible. But for an infosec job it looks good.

Looks good. Personally I would move the IT Certs at the bottom just above your technical education. Also, I really don't think it's necessary to have your CompTIA id listed, just the cert and the date (and whether it's current or not). You can also put them in a table side-by-side so you can get rid of some of the white space.
Another thing... I just did a post in another discussion around the fact that you should tailor your resume to the job you're looking for. What type of job are you looking to get from this resume?

Some certs, like CISSP, are a prereq for some jobs so it makes sense to show it up front.

I agree, Cert IDs are for verification later, not for the resume. I like to avoid too much identifying information on a general resume. And yes, certs below experience.

Only if they are required and experience and skills are not.

Boilerplate requirements are thing that I think should go at the end, they are the baseline lowest common denominator for consideration. The things that go first are the ones that "set you apart."

I think as you have them is fine. I used to do a double column to condense it, but that was all.

Well i tried a double and triple column for the certs. I like the triple one best. I updated Google Docs, but it shows as single column for some reason
