Kari's Law and Non-PSTN Systems

Without reading the full law, but going from what is being stated which is: "Station = Endpoint/Phone/Device that dials." we are looking at a pretty major problem and that is: systems that dial are common (think Skype, Slack, Telegram, WhatsApp, Facebook Messenger, etc.) but do not have a connection to the PSTN. Does Kari's Law require every possible system that can carry voice have a PSTN (or some sort of 911 service) connection? This doesn't affect the PBX players, it affects everyone else out there. What if your local 911 doesn't accept direct SIP calling? What if your phone system doesn't have SIP?

Kari's law is specifically for MLTS (Multi-line telephone systems) aka a PBX. it is defined in the law.

Kari's law is specifically for MLTS (Multi-line telephone systems) aka a PBX. it is defined in the law.
All of those things are MLTS and PBX, though. PSTN connected is a different component. FreePBX, as an example, is a PBX regardless of it is hits the PSTN. And MLTS includes VoIP PBXs (supposedly) so there is an issue there. Skype, WhatsApp, etc. are all PBXs just the same as FreePBX is. They are just "hosted only" options.
And just like FreePBX, Skype offers PSTN service, it just isn't always enabled. Same with nearly every service, there is almost always a PSTN gateway option.

Your definition is not relevant. The FCC definition is what will be enforced.
