                        To an extent, yes. But there is a benefit, too. They only support you fully if you deploy the router.

                        What is there to support? AT&T fiber is Ethernet hand-off. You plug in your router, set the static IP and done. In the extreme rare case that something has to be "proved", you grab a laptop plug it in and set the IP.

                        And, there absolutely IS a cost difference. Because you don't see it, means you did not order real business service.

                          We got it priced both ways in our case, and there was a different fee added on to offset removing the router.
