If you've never seen it, it's probably the best Marvel movie to date, including Avengers. I found the original Captain America to be the best individual hero movie Marvel put out, but this movie takes the cake. Avengers is funnier but The Winter Soldier has a lot more "blow your socks off" effect to it.
