Exchange 2013 domain user unable to administer distribution groups

I made some new groups and assigned a user as the owner.
The user cannot add or remove members.

Any clues?

That led me to the right setting.

Setting is off by default. Did not want to make a role or special rule So I just changed the default policy.

The user is a group owner. So that is not relevant.
