      Creating a new account for a pc in Windows 10 and it makes you do security questions. Is there a way to bypass?

        You might be able to if you already have a local admin (assuming these aren't domain accounts). After login you should be able to create the user with the old users and groups MMC and bypass this requirement.

          Looks like it should work via lusermgr.msc. I'm on 1803 Pro.

            This is Windows 10 Home. It might not work.

              AFAIK lusermgr.msc is in Home as well. Worth a shot 🙂

                      Apparently, in an incredibly intuitive way, you can bypass this by not setting a password on the account when you're creating it. Then you go back and set the password after the account has been fully created.

                            Yes, it happens on Windows 1803 and up and only on local accounts. With microsoft accounts it is the usual.
