LibreOffice 6 How to Set a Background Image

Trying to make a template in LibreOffice Writer. Anyone know how to make a PNG or something be a background image that can be set in a template? It's easy to set it for an area, but for the actual background is unclear.

Right-Click the image
Wrap > Wrap in Background
Arrange > Send to Back -

Properties
Crop > Image Size
Width = 8.50 " and Height = 11.00"
