The Rangers said the explosive device made from PVC pipe was found in a car underneath the interstate overpass during a routine traffic stop. Police arrested the driver of the vehicle.

@scottalanmiller Ah, so it is based on residency and not origin\destination. Interesting. I wonder what the other 46 states' agencies are doing, security-wise, that meets or exceeds DHS qualifications (and what those qualification actually are).

It has to be something around the security on the license itself or something with the verification that they do before getting you the license. I know getting a license in TX or NJ is far harder than in NY, so that might easily be it.

That's been made illegal in a few countries now. It's considered abuse.
